1Background and Rationale
The Royal Government of Cambodia has made significant progress in expanding access to Early Childhood Education (ECE) and strengthening school readiness through the Basic Education Improvement Project in Cambodia (BEIP). Under Component 1, strengthening primary school readiness, the BEIP project supports early childhood education, expanding formal and community preschool programs, professional development of teachers, and improving early childhood readiness. The policy directly contributes to the Cambodia Education Sector Plan (ESP) 2024–2028 and the country's commitment to improving basic learning outcomes.
As implementation becomes more extensive, the need for an integrated and reliable monitoring and evaluation (M&E) system becomes increasingly important. The current reporting process relies on multiple data sources and unmeasured information systems, making it difficult to generate timely, accurate, and consistent evidence for management. The digital platform plays an integrated role in determining the ability to monitor the implementation of project demand outcome measurement programs and support evidence-based decisions at national and sub-national levels.
To provide specific support for the digitalization of data management system processes, ensuring measurable data, collection efficiency, and project data quality, this platform establishes a common data management board for the early childhood education sub-sector that reflects project needs and provides scalable digital foundations for future educational programs up to 2030 under the World Bank reporting framework.
2Objectives of the Digital Platform
Overall Objective:
To establish a Digital Data Management Platform that strengthens evidence-based monitoring, evaluation, reporting, and decision-making for early childhood education programs under BEIP.
Specific Objectives:
- Digitalize data collection & management: Integrated systems for childcare services, preschool education, teacher training, and project monitoring.
- Strengthen BEIP Component 1 reporting: Automated compilation of project-level results and Disbursement-Linked Indicators (DLIs).
- Improve data quality & timeliness: Standardized digital workflows from service level up to national DECE warehouse.
- Evidence-based planning: Enable targeted interventions and budget allocation at kindergarten, commune, district, and provincial levels.
- Scalable digital infrastructure: Future-ready platform capable of supporting subsequent MoEYS education reforms through 2030.
